At this time, the per registration pet limit prevents clients from choosing more than a set number of pets during a single self-booking flow. It does not prevent them from going back through self-booking again after to book more pets in.

This request is to be able to use the per registration limit to prevent clients from going back in and booking more of their pets for the same group booking if they already have the max number registered.
